Membership & Requirements
Membership requires a whitepaper submission demonstrating capabilities and agreement to a Statement of Understanding. Mandatory certifications include a current Joint Certification Program (JCP) certification and Cybersecurity Maturity Model Certification (CMMC) Level 2 (or an alternative compliance path with NIST SP 800-171 assessment and a CMMC Level 2 roadmap by November 2026). A crucial requirement is demonstrating Innovation and Partnership Capability by identifying a partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (e.g., university, national lab). Even small businesses acting as prime contractors must identify such a partner.
Contract Details
This is an unfunded solicitation for qualification. Financial obligations begin only upon the award of specific, funded Project-Level Agreements to Alliance members. The government will manage the consortium internally. Governing documents are considered "living documents" and subject to change.

Evaluation
Whitepapers undergo a four-part Pass/Fail evaluation: Mandatory Certifications, Technical Competency, Intellectual Property Rights Acknowledgement, and Innovation and Partnership Capability. Vendors must pass all four parts to be invited to a mandatory site visit, with final membership contingent upon successful completion and execution of a Membership Agreement.
Additional Notes
CMMC assessment requirements will be incorporated into applicable procurements starting November 10, 2025. The Alliance aims for a fair and open ecosystem, with all members receiving all Project Opportunity Announcements (POAs) regardless of demonstrated competencies.
