Quick Summary
The Department of the Air Force, through the Air Force Test Center (AFTC) and Arnold Engineering Development Complex (AEDC), is seeking whitepapers for membership in the AEDC Velocity Alliance. This strategic consortium, established under 10 U.S.C. § 4022, aims to accelerate the modernization of national test infrastructure, supporting next-generation defense systems. The initiative represents a multi-billion dollar portfolio of complex engineering and construction projects, which will be competed exclusively among Alliance members. The Request for Whitepapers (RWP) will remain active until September 30, 2032.
Purpose & Scope
The Alliance seeks to establish a pre-qualified industrial base to execute projects focused on the improvement, modernization, restoration, and maintenance of critical test assets and supporting utilities. Project categories include General Construction, Industrial Construction, various Process Systems (low/high pressure, hazardous), Electrical Systems (high/medium/low voltage), Fire Suppression, Equipment Repair, and Mechanical/Electrical/ID&C Engineering Services. Performance locations include Holloman AFB, Arnold AFB, Tunnel 9 (MD), and NFAC (CA), with potential for other AFTC installations.
Membership Requirements & Evaluation
To join the Alliance, vendors must submit a whitepaper (maximum 10 pages) and pass a four-part evaluation:
- Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. If not fully certified, a detailed roadmap demonstrating achievement of full CMMC Level 2 C3PAO Certification by November 2026 is a hard prerequisite.
- Technical Competency: Demonstrated through responses to specific project type questions, based on completed projects within the last five years.
- Intellectual Property Rights Acknowledgement.
- Innovation and Partnership Capability: Whitepapers must identify a partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (e.g., a university). This applies even if the prime contractor is a small business.
Successful whitepaper submissions will lead to an invitation to a mandatory site visit (Industry Day) and subsequent execution of a Membership Agreement. The government will manage the consortium internally, and all members will receive all Project Opportunity Announcements (POAs). Projects will generally be evaluated on a Best Value basis, with a preference for Firm-Fixed-Price (FFP) milestone-based structures.
