Opportunity Overview
The AEDC Velocity Alliance will establish a pre-qualified industrial base to execute a multi-billion dollar portfolio of projects through Fiscal Year 2032. The program focuses on the sustainment, restoration, and modernization of critical test assets and supporting utilities at Arnold Engineering Development Complex (AEDC). Project categories include construction, industrial, process systems, electrical, fire suppression, engineering services, and ID&C systems. The government will manage the consortium internally.
Key Requirements & Eligibility
To join the Alliance, vendors must submit a whitepaper demonstrating capabilities and meeting mandatory criteria:
- Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative compliance path is available, requiring a NIST SP 800-171 Assessment and a CMMC Level 2 compliance roadmap with a deadline of November 2026. CMMC assessment requirements begin November 10, 2025.
- Technical Competency: Demonstrated past performance within the last five years relevant to the specified project types.
- Innovation & Partnership Capability: Identification of at least one partner company that is a Non-Traditional Defense Contractor (NDC), Small Business, or Nonprofit Research Institution (e.g., University). Small business prime contractors must still identify a partner. Bidders must provide the partner's name and CAGE code, explaining their significant contribution.
Submission & Evaluation
- Whitepaper Submission: Electronically as a single, searchable PDF, not exceeding ten pages.
- Evaluation: A four-part Pass/Fail process covering Mandatory Certifications, Technical Competency, Intellectual Property Rights Acknowledgement, and Innovation and Partnership Capability.
- Site Visit: Successful vendors will be invited to a mandatory site visit at Arnold Air Force Base, TN.
- Membership: Contingent upon successful site visit and execution of a Membership Agreement. This is an unfunded solicitation for qualification; financial obligations begin only upon award of specific Project-Level Agreements.
