Opportunity Overview
The AEDC Velocity Alliance will establish a pre-qualified industrial base to execute a multi-billion dollar portfolio of complex engineering and construction projects through Fiscal Year 2032. Projects will focus on infrastructure sustainment, restoration, and modernization across 15 technical categories, including General Construction, Industrial Construction, various Process Systems, Electrical, Fire Suppression, Engineering Services, and Utilities. All projects under this initiative will be competed exclusively among Alliance members. The consortium will be managed internally by the government.
Membership Requirements
Vendors must submit a whitepaper (max 10 pages) demonstrating capabilities and meeting mandatory criteria:
- Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative compliance path requires a NIST SP 800-171 assessment and a CMMC Level 2 roadmap showing full C3PAO certification by November 2026. Roadmaps indicating certification after this date will not be considered responsive.
- Technical Competency: Demonstrated through past performance on completed projects within the last five years.
- Innovation and Partnership Capability: Whitepapers must identify a partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution. This applies even if the prime is a small business, emphasizing team-building. University partners are highly encouraged.

Contract & Project Details
Projects will generally be evaluated on a Best Value basis, with a preference for Firm-Fixed-Price (FFP) milestone-based payment structures. All consortium members will receive all Project Opportunity Announcements (POAs), regardless of their demonstrated competencies during onboarding. The government aims to onboard as many highly qualified vendors as possible, with no pre-determined cap on members. Projects are expected to involve Controlled Unclassified Information (CUI), making CMMC Level 2 a foundational security standard.
