Purpose & Scope
The Velocity Alliance will establish a pre-qualified industrial base to execute a multi-billion dollar portfolio of complex engineering and construction projects through Fiscal Year 2032. The program's objectives include sustaining and advancing AEDC's flight simulation test facilities through improvement, modernization, restoration, and maintenance of critical test assets and supporting utilities. Project types span construction, industrial, process systems, electrical, fire suppression, engineering services, ID&C systems, and various utilities.
Membership Requirements & Evaluation
Membership in the Alliance is contingent upon a four-part Pass/Fail evaluation of submitted whitepapers (max 10 pages). Key requirements include:
- Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. An alternative compliance path for CMMC Level 2 is available, requiring a NIST SP 800-171 assessment and a CMMC Level 2 compliance roadmap with a deadline of November 2026.
- Technical Competency: Demonstrated through past performance within the last five years.
- Innovation & Partnership Capability: Vendors must identify at least one partner that is a Non-Traditional Defense Contractor (NDC), Small Business, Nonprofit Research Institution, University Partner, or National Laboratory. The strongest whitepaper approach features a university partner in "Part 4," justifying their statutory requirements and linking their capabilities to the technical project.
- Mandatory Site Visit: Successful whitepaper submitters will be invited to a mandatory site visit at Arnold Air Force Base, TN, followed by the execution of a Membership Agreement.

Contract Details
