Membership Requirements & Evaluation

To join the Alliance, vendors must submit a whitepaper (maximum 10 pages) and pass a four-part evaluation:

  • Mandatory Certifications: Current Joint Certification Program (JCP) and Cybersecurity Maturity Model Certification (CMMC) Level 2. If not fully certified, a detailed roadmap demonstrating achievement of full CMMC Level 2 C3PAO Certification by November 2026 is a hard prerequisite.
  • Technical Competency: Demonstrated through responses to specific project type questions, based on completed projects within the last five years.
  • Intellectual Property Rights Acknowledgement.
  • Innovation and Partnership Capability: Whitepapers must identify a partner that is a Non-Traditional Defense Contractor (NDC), a Small Business, or a Nonprofit Research Institution (e.g., a university). This applies even if the prime contractor is a small business.

Successful whitepaper submissions will lead to an invitation to a mandatory site visit (Industry Day) and subsequent execution of a Membership Agreement. The government will manage the consortium internally, and all members will receive all Project Opportunity Announcements (POAs). Projects will generally be evaluated on a Best Value basis, with a preference for Firm-Fixed-Price (FFP) milestone-based structures.
