Scope of Work
The contractor will provide annual maintenance and repair services, including all labor, materials, equipment, and parts to ensure the full operational status of twelve roll-up doors. Key requirements include:
- Two (2) preventive maintenance service visits per year for inspection, adjustment, lubrication, testing, and necessary repairs.
- On-call emergency repair services.
- Non-emergency repair services during normal business hours.
- Familiarity with specific door models (CHI 6181) and operators (Liftmaster GH503L5).
- Contractor is responsible for providing all necessary aerial lifts, scaffolding, and fall protection equipment.
- Troubleshooting door indication and control circuits within the Control Room is included.
Contract Details
- Contract Type: Firm-Fixed-Price Purchase Order (anticipated) for inspections and maintenance, with Time & Materials for repair services.
- Period of Performance: A 12-month base year plus four (4) 12-month option periods, with a total duration not to exceed 5 years and 6 months.
- Place of Performance: NIST Gaithersburg, MD campus (100 Bureau Drive, Gaithersburg, MD 20899).
- Repair Limit: Combined emergency and non-emergency repairs are not to exceed $10,000.00 in any one period of performance. If an estimate exceeds this, NIST review and approval are required for additional funding.
- NAICS Code: 238990 (All Other Specialty Trade Contractors) with a $19 million size standard.
Submission & Evaluation
Award will be made to the responsible offeror whose quotation is most advantageous to the Government, considering both price and non-price factors. Non-cost factors (Technical Capability, Experience, Past Performance) are more important than price. The Government may award without discussions.
- Quotation Format: Must be divided into three volumes: Technical, Price, and Terms and Conditions.
- Required Documents: Offerors must submit a "Relevant Experience Project Data Sheet" (up to three projects) and a "Past Performance Questionnaire" completed by clients. A comprehensive safety plan adhering to OSHA and NIST requirements is also required.
- SAM Registration: Active registration in SAM.gov is required at the time of quotation submission, award, performance, and final payment.
