Key personnel requirements include a Contract Program Manager, Quality Control Manager, Site Safety and Health Officer, Design Program Manager, and Project Superintendent(s).
Contract Details
This will be a Multiple Award IDIQ contract with an anticipated $950 Million ceiling. The contract is expected to have a 5-year base ordering period and one 5-year option period, totaling ten years. A minimum guaranteed task order of $500 will be issued for a post-award conference. Historical data indicates most task orders are between $1M and $5M. The government intends to award to a maximum of 10 contractors.
Evaluation Criteria
Award will be based on a Highest Technically Rated Offeror (HTRO) methodology, utilizing a Minimum Technical Threshold Rating (MTTR). There will be no cost/price evaluation at the IDIQ level. Offerors must self-score their proposals based on criteria in Section L, which the government will validate. The MTTR is set at 8,190 points for Appendix C (Small Business Pool) and 7,140 points for Appendix D (Full and Open Pool). Evaluation factors include:
- Technical Experience: Relevant Construction Experience (e.g., Commercial, US Government, Multi-Trade, Utility System, Secured Areas, Individual Trade), and Design Experience (Design-Build projects).
- Certifications/Licenses: Professional certifications (PMP, LEED, Safety, Quality).
- Staffing: Number of personnel in key roles (Trade/Construction Workers, Architects/Engineers, Managers, Superintendents).
- Past Performance: An "Acceptable" rating is required, evaluated for recency and relevancy over a 10-year period.

Additional Notes
A windshield tour was held on October 1, 2025, and questions on the initial draft RFP were due by October 8, 2025. The planned award date for the final MACC is Q1 of CY 2027.
