Scope of Work
The MACC will cover General Construction Services at Tinker Air Force Base, Oklahoma. This includes a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property facilities. The contract will support Design-Build, Construction Only with Limited Design, and Construction Only projects, requiring contractors to furnish all materials, labor, and equipment. Key personnel requirements include a Contract Program Manager, Quality Control Manager, Site Safety and Health Officer, Design Program Manager, and Project Superintendent(s).
Evaluation Criteria (for eventual formal RFP)
Award will be made to the Highest Technically Rated Offeror (HTRO). Proposals will be evaluated on two factors:
- Factor 1: Technical Experience: Offerors self-score their experience, which the Government validates against a Minimum Technical Threshold Rating (MTTR) of 17,000 points. Categories include relevant construction and design experience (last 10 years), certifications/innovation, staffing, and geographic expertise.
- Factor 2: Past Performance: Evaluated for recency and relevancy, requiring an "Acceptable" rating. Past Performance Questionnaires (PPQs) will be accepted for non-federal projects. There will be no cost/price evaluation at the IDIQ level.
Submission & Key Dates (for Draft RFP feedback)
Questions regarding this Draft RFP are due by May 12, 2026. The formal RFP, when released, will require electronic proposal submission via DoD SAFE.
Additional Notes
No seed project will be awarded; each contract will begin with a post-award conference. Joint Ventures can utilize data from any company within their structure, provided the JV submits at least 5 work samples. Subcontracting relationships are not accepted as part of the team structure; only parent, affiliated, or subsidiary companies, and Joint Ventures are permitted. Offerors must be registered in SAM.gov.
