Set-Aside & Pools
The Government contemplates awarding contracts under a dual-pool structure:

Evaluation Criteria
Awards will be made using a Highest Technically Rated Offeror (HTRO) methodology with a Minimum Technical Threshold Rating (MTTR). There will be no cost/price evaluation at the IDIQ level. Evaluation factors include Technical Experience (relevant construction experience, design experience, certifications/licenses, and staffing) and Past Performance. Offerors must self-score their proposals, which the Government will validate against MTTRs of 8,190 points for the Small Business Pool (Appendix C) and 7,140 points for the Full and Open Pool (Appendix D).
