Evaluation & Award Criteria
Award will be made to the responsible offeror whose proposal is technically acceptable, conforms to all solicitation requirements, and has the lowest Total Evaluated Price. The Government will evaluate only one proposal per offeror.
Technical Evaluation Factors
Proposals will be evaluated on four equally important subfactors:
- Wing and Fin Packaging, Handling, Shipping and Transportation Solution
- Wing and Fin Production Plan
- Finished/In Process Product Verification Plan
- Honeycomb Implementation
Key Clarifications & Updates
- Non-Recurring Engineering (NRE): Vendors are expected to absorb NRE costs into the delivered unit pricing; the Government will not provide digital models.
- Partial Bids: The Government is only interested in the honeycomb brazing and will not accept partial bids.
- Drawings: Several drawing sets (2, 4, 5) have been clarified and updated in response to industry questions regarding legibility and missing information. Drawing 4 and 5 were specifically updated to include previously missing details. Drawings from Notice ID FA8556-25-R-B016 have been added to this notice.
- Reverse Engineering: The Government advises against using scanned models for reverse engineering, emphasizing that evaluation will be based on provided drawings.
