Purpose & Scope
The AOS is designed to accelerate the adoption of advanced commercial technology, transform Army capabilities, and grow the supporting industrial base. It seeks solutions that fulfill requirements, close capability gaps, or provide innovative technological advancements, including basic research, applied research, advanced technology development, prototypes, and incidental production. The solicitation covers a broad range of "Army Example Areas," such as Intelligence, Electronic Warfare, Sensors, Enterprise Business Solutions, Tactical Communications, Soldier Equipment, Ground Combat Systems, Missiles and Space, Simulation Training, Aviation, Supply Chain, Installation Support, Advanced Manufacturing, Army Test and Evaluation, and Data Engineering/Software. Procurements may be subject to the Software Acquisition Pathway (SWP).
Contracting Approach
ACC-APG will utilize various authorities, including Federal Acquisition Regulation (FAR) 6.102(d)(2) (Other Competitive Procedures), FAR 35.016 (Broad Agency Announcement), Defense Federal Acquisition Regulation Supplement (DFARS) 235.016, and 10 U.S.C. authorities for research projects (§4021), prototype projects (§4022), and acquiring innovative commercial products/services (§3458). The default approach is to use a Commercial Solution Opening (CSO) with Other Transactions (OTs). Awards may be made as contracts or OTs, supporting iterative prototyping, with potential for follow-on production contracts or OTs after successful prototype completion.
Submission Methods
There are two primary methods for interested parties to respond:
- Active Capability Gap (ACG): Industry partners can submit Solution Briefs addressing specific Army Example Areas. The ACG process involves up to three phases: a mandatory Solution Brief (Phase 1), an optional Live Pitch (Phase 2), and an optional Solution Proposal (Phase 3). Solution Briefs are limited to 5 written pages or 15 slides and are evaluated on Technical Merit, Schedule, and Viability. Detailed procedures are outlined in "Attachment 1 - AOS Active Capability Gap (ACG) Procedures."
- Call for Solutions: The Government will issue specific "Calls" for solutions to address particular needs. These Calls will be posted as amendments on SAM.gov and will include their own submission instructions, evaluation criteria, and timelines. ACG procedures do not apply to individual Calls.
Eligibility & Set-Asides
Companies must have a Unique Entity ID (UEI) and be registered in the System for Award Management (SAM). They must represent their small business size and status, be deemed responsible, and not be suspended or debarred. While no specific set-aside is designated for the overall AOS, small business participation is encouraged, and non-traditional Defense Contractors are eligible.

The Army Open Solicitation will remain open in perpetuity until canceled. However, individual Calls for Solutions will have limited response periods and specific deadlines. Important Notes
The Government does not fund the preparation of solution briefs or proposals. Non-Government advisors may be used in evaluations, subject to appropriate Non-Disclosure Agreements (NDAs). All revisions to the AOS document are highlighted in yellow for transparency.
