The Army is looking for solutions that fulfill requirements, close capability gaps, or provide innovative technological advancements.
Contract Details
- Type: Special Notice / Open Solicitation, utilizing various authorities including FAR, DFARS, and 10 U.S.C. for research, prototype projects, and commercial product acquisition. The default approach is a Commercial Solution Opening (CSO) leading to Other Transactions (OTs).
- Awards: May be contracts or Other Transactions (OTs). Successful prototypes may lead to follow-on production contracts or OTs.
- Duration: Open in perpetuity until canceled. Individual "Calls for Solutions" will have specific, limited response periods.
- Set-Aside: None specified for the overall AOS.
- Eligibility: Companies must have a UEI, be registered in SAM, represent their small business status, and be responsible (not suspended/debarred). Non-traditional Defense Contractors are encouraged.
Submission & Evaluation
There are two primary methods for industry to respond:
- Active Capability Gap (ACG):
- Industry partners submit Solution Briefs addressing Army Example Areas.
- The process involves up to three phases: a mandatory Solution Brief (5 written pages or 15 slides, PDF format), an optional Live Pitch, and an optional Solution Proposal.
- Evaluation Criteria: Technical Merit, Schedule, and Viability.
- The Government will not reimburse costs incurred during these phases.
- Call for Solutions:
- Specific requirements will be announced via "Calls" posted as amendments on SAM.gov.
- Each Call will detail its own submission instructions, evaluation criteria, and timelines. ACG procedures do not apply to individual Calls.
- RFIs may be posted for market research, but do not guarantee a subsequent Call for Solution.
