It utilizes various acquisition authorities, including Commercial Solution Openings (CSOs) and Other Transactions (OTs).
Purpose
The AOS is designed to accelerate the adoption of advanced commercial technology, transform Army capabilities, and grow the industrial base. It seeks to identify and bridge critical capability gaps by inviting innovative solutions from the private sector across all Army mission areas. The solicitation highlights procurements subject to the Software Acquisition Pathway (SWP).
Scope of Work
ACC-APG is interested in obtaining commercial, innovative solutions or potential capabilities that fulfill requirements, close capability gaps, or provide innovative technological advancements. This includes basic research, applied research, advanced technology development, and prototypes. "Army Example Areas" are broad and include, but are not limited to:
- Intelligence, Electronic Warfare, and Sensors
- Army Enterprise Business Solutions
- Tactical Communications
- Soldier Equipment
- Ground Combat Systems
- Missiles and Space
- Simulation Training and Instrumentation
- Aviation
- Supply Chain and Logistics
- Installation Support and Innovation
- Advanced Manufacturing
- Army Test and Evaluation
- Data Engineering and Software (including MOSA, Digital Engineering, Cybersecurity, SCRM, Kill Chain Resilience)
Contract Details
The AOS leverages multiple authorities, including FAR 6.102(d)(2), FAR 35.016, DFARS 235.016, 10 U.S.C. §4021 (Research projects), 10 U.S.C. §4022 (Prototype projects), and 10 U.S.C. §3458 (Commercial products/services). The default approach is to utilize CSOs with OTs. Awards may be contracts or OTs, with iterative prototyping supported. Successful prototypes may lead to follow-on production contracts or OTs.
Submission & Evaluation
There are two primary methods for industry to respond:
- Active Capability Gap (ACG): Industry partners submit "Solution Briefs" addressing specific Army Example Areas. The ACG process involves up to three phases: Solution Brief (mandatory, 5 written pages or 15 slides), Live Pitch (optional), and Solution Proposal (optional). Solution Briefs are evaluated on Technical Merit, Schedule, and Viability. Detailed procedures are outlined in Attachment 1.
- Call for Solutions: The Government will issue specific "Calls" for solutions as amendments to this notice on SAM.gov. These Calls will specify unique submission requirements, evaluation criteria, and timelines, and are independent of the ACG procedures.
Eligibility
Companies must have a Unique Entity ID (UEI) and be registered in SAM. They must represent their small business size and status, be deemed responsible, and not be suspended or debarred. Non-traditional Defense Contractors are encouraged to participate. No specific set-aside is designated for the overall AOS, but individual Calls for Solutions may have specific requirements.
Important Notes
This Army Open Solicitation will remain open in perpetuity until canceled. However, individual "Call for Solutions" will have limited response periods. The Government does not fund the preparation of solution briefs or proposals. Non-Government advisors may be used in evaluations, subject to NDAs. All revisions to the AOS document are highlighted in yellow.
