The Department of the Interior (DOI), in partnership with the Intelligence Advanced Research Projects Activity (IARPA), has issued a Solicitation for the Emerging Technology Accelerator (ETA) Program (DOI-ETA-FY26-30). This program seeks to invest in high-risk/high-payoff research to provide the U.S. with an intelligence advantage through Prototype Other Transaction Agreements (OTs). The program operates under full and open competition, with specific eligibility criteria.
Purpose & Scope
The ETA Program aims to advance emerging technologies. One active program detailed in Attachment 1 is ARCADE (Artificial Reasoning for Circuit Automation and Design Engineering). ARCADE seeks to develop an AI-driven intelligent knowledge assistant for electrical circuit design. This includes:
- Intelligent Data Ingestion and Interpretation (INGEST): Processing complex technical documents into a searchable knowledge platform.
- Optimized Knowledge Base (DIGEST): Transforming ingested data into an indexed format for efficient querying.
- Intelligent Assistant for Component Selection (SUGGEST): Developing an intuitive interface for engineers to identify optimal components. The ARCADE program is a 12-month effort with defined tasks, milestones, and performance metrics (e.g., Data Interpretation Accuracy, Recommendation Accuracy).
Contract Details & Eligibility
- Contract Type: Multiple Prototype Other Transaction Agreements (OTs).
- Program Duration: Anticipated from Fiscal Year 2026 through FY2030. ARCADE is a 12-month program.
- Set-Aside: Full and Open Competition.
- Eligibility Restrictions: Government Agencies, Federally Funded R&D Centers (FFRDCs), University Affiliated Research Centers (UARCs), Government-Owned, Contractor-Operated (GOCO) facilities, and Government Military Academies are NOT eligible.
- Encouraged Participants: Non-Traditional Defense Contractors (NDCs) and non-profit research institutions.
- Foreign Participation: Foreign entities and individuals may participate as part of a U.S.-based team, provided the prime Performer is a U.S. entity.
Submission & Evaluation
- White Papers: Accepted continuously via the IARPA IDEAS website.
- Full Proposals: By invitation only, following a successful White Paper submission.
- Key Proposal Elements: Detailed technical approach, innovative claims, description of deliverables, and cost estimates. Specific appendices are required for Intellectual Property (IP) rights, Research Data Management Plans (RDMP), and Organizational Conflicts of Interest (OCI).
- Evaluation Criteria: Technical merit, relevance to IARPA's mission, resource realism, and funding availability. A scientific review process will be conducted, and a research security risk assessment (NSPM-33) will be performed for selectable proposals.
- Questions: Must be submitted by May 13, 2026. Q&A will be posted via Amendment.
Important Notes
- Research involving human subjects requires IRB approval; Animal Subject Research is not accepted.
- Facility construction costs and commercialization of technology are not allowable funding uses.
