Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Interior (DOI), in partnership with the Intelligence Advanced Research Projects Activity (IARPA), has issued a Solicitation (A--DOI-ETA-FY26-30) for its Emerging Technology Accelerator (ETA) Program. This initiative seeks high-risk/high-payoff research through Prototype Other Transaction Agreements (OTs) to provide the U.S. with an intelligence advantage. White Papers for the ARCADE, COSMIC, and MOVES programs are due by June 10, 2026, at 11:59 PM ET.
Scope of Opportunity
The ETA Program aims to foster innovation in emerging technologies. Specifically, White Papers are currently being accepted for:
- ARCADE (ARTIFICIAL REASONING FOR CIRCUIT AUTOMATION AND DESIGN ENGINEERING): Focuses on leveraging AI to create an intelligent knowledge assistant for electrical circuit design, including data ingestion, interpretation, knowledge base optimization, and intelligent component selection. This program involves a 12-month timeline with two 6-month phases, requiring software deliverables (containerized) and providing a Government-furnished component library.
- COSMIC (COMMERCIAL OBSERVATION FOR SPATIO-TEMPORAL MONITORING FOR INDICATIONS OF CHANGE)
- MOVES (MOVEMENT OBSERVATION AND VIDEO-BASED EVALUATION SYSTEM)
Contract & Timeline
- Type: Prototype Other Transaction Agreements (OTs). OT-CPFF (Cost-Plus-Fixed-Fee) is a possible contract type, with milestone payments tied to deliverables.
- Duration: Anticipated Fiscal Year (FY) 2026 through FY2030.
- Set-Aside: None specified (Full and Open Competition).
- White Paper Due: June 10, 2026, 11:59 PM ET (for ARCADE, COSMIC, MOVES).
- Published: June 8, 2026.

Submission & Evaluation
White Papers are accepted continuously, but a specific deadline has been set for ARCADE, COSMIC, and MOVES. Full proposals will be by invitation only, following a scientific review process. Submissions must be made electronically via the IARPA IDEAS website. Evaluation considers technical merit, relevance to IARPA's mission, and resource realism. Required appendices for proposals include templates for technical (Volume I) and cost (Volume II) information, covering IP rights, Research Data Management Plans (RDMP), and Organizational Conflicts of Interest (OCI). Eligibility is open, with a preference for U.S.-based prime performers; Non-Traditional Defense Contractors (NDCs) and non-profit research institutions are encouraged. Government agencies, FFRDCs, UARCs, GOCOs, and Military Academies are not eligible.
Key Amendments & Clarifications
Recent amendments have provided significant clarifications and deadline extensions. Amendment 0006 extended the White Paper submission deadline for ARCADE, COSMIC, and MOVES to June 10, 2026. Previous Q&A sessions clarified technical specifications (e.g., 12 Hz tremor reproduction, 24-30 fps video, ~100 training data subjects), evaluation metrics (top-1 accuracy), and data sharing policies. It was also clarified that White Papers for "Not Active" Programs will not be considered.
