Purpose & Scope
The ETA Program aims to invest in innovative research to develop emerging technologies. It focuses on areas that can provide a significant intelligence advantage. While specific sub-programs like ARCADE, COSMIC, DECIPHER, LocUS, and MOVES were previously considered, Amendment 0004 clarifies these are NOT ACTIVE for FY26. The program seeks detailed technical approaches, innovative claims, and clear deliverables. Research involving human subjects requires IRB approval, but animal subject research is not accepted.
Contract Details
Awards will be made through multiple Prototype Other Transaction Agreements (OTs), with the possibility of OT-CPFF (expenditure) contract types. Payments will be tied to milestones and deliverables. The program is anticipated to run from Fiscal Year (FY) 2026 through FY2030. Funding availability will influence the number and scope of awards. Facility construction costs and commercialization of technology are not allowable funding uses.
Submission & Evaluation
The submission process begins with White Papers, which are accepted continuously. Full proposals will be by invitation only after a review of White Papers. Submissions must be made electronically via the IARPA IDEAS website. Proposals will undergo a scientific review, with selection based on technical merit, relevance to IARPA's mission, resource realism, and funding availability. A research security risk assessment (NSPM-33) will be conducted for selectable proposals. White Paper feedback is anticipated on a rolling basis after May 27, 2026.
Eligibility & Restrictions
This is a full and open competition. Eligible applicants include a broad range of entities, but Government Agencies, Federally Funded R&D Centers, University Affiliated Research Centers (UARC), Government-Owned, Contractor-Operated facilities, and Government Military Academies are NOT eligible. Foreign entities and individuals may participate as part of a U.S.-based team, provided the prime Performer is a U.S. entity. Non-Traditional Defense Contractors (NDCs) and non-profit research institutions are encouraged to apply. Proposers must address Intellectual Property (IP) rights, Research Data Management Plans (RDMP), and Organizational Conflicts of Interest (OCI).
