Eligibility & Participation
This is a full and open competition. Eligible applicants include non-traditional defense contractors (NDCs) and non-profit research institutions. Government Agencies, Federally Funded R&D Centers (FFRDCs), University Affiliated Research Centers (UARCs), Government-Owned, Contractor-Operated (GOCO) facilities, and Government Military Academies are not eligible. Foreign entities and individuals may participate as part of a U.S.-based team, with the prime performer being a U.S. entity.
Submission & Evaluation
- White Papers: Accepted continuously via the IARPA IDEAS website. The Government is currently focusing on White Papers, not full proposals.
- Full Proposals: By invitation only, following White Paper review.
