Opportunity Overview

The ETA Program is a new requirement, anticipated to run from Fiscal Year (FY) 2026 through FY2030. Awards will be made through full and open competition, with a focus on innovative research. Non-Traditional Defense Contractors (NDCs) and non-profit research institutions are particularly encouraged to participate. Foreign entities may join as part of a U.S.-based team, with the prime Performer being a U.S. entity.

Scope of Work

The program broadly targets emerging technologies. An example of an active program is ARCADE (ARTIFICIAL REASONING FOR CIRCUIT AUTOMATION AND DESIGN ENGINEERING), which aims to develop an intelligent knowledge assistant for electrical circuit design using AI. Key tasks for ARCADE include:

  • INGEST: Intelligent Data Ingestion and Interpretation from technical documents.
  • DIGEST: Optimized Knowledge Base creation for efficient querying.
  • SUGGEST: Intelligent Assistant for Component Selection. Performance metrics for ARCADE encompass Data Interpretation Accuracy, Data Interpolation Error, Semantic Constraint Accuracy, Normalized Response Time, and Recommendation Accuracy. The Government will provide an initial component library and technical documentation for ARCADE.

Contract Details

  • Type: Prototype Other Transaction Agreements (OTs). An OT-CPFF (expenditure) contract type is possible.
  • Duration: Anticipated FY26 through FY30.
  • Funding: Multiple awards are expected, with funding availability influencing the number and scope. No estimated ceiling value is available. Payments will be tied to milestones and deliverables.

Submission & Evaluation

White Papers are accepted continuously, but full proposals are by invitation only. Submissions must be made electronically via the IARPA IDEAS website. Evaluation criteria include technical merit, relevance to IARPA's mission, and resource realism, followed by a scientific review. A research security risk assessment, based on National Security Presidential Memorandum-33 (NSPM-33), will be conducted for selectable proposals.

Required Appendices for Proposals:

  • Technical Proposal (Volume I): Cover Sheet, Academic Institution Acknowledgment, IP Rights (Government prefers Unlimited Rights), Organizational Conflicts of Interest (OCI) Certification, Three Chart Summary, and a Research Data Management Plan (RDMP).
  • Cost Proposal (Volume II): Cover Sheet, Cost Proposal Template, Software and IP Costs, Travel Costs, and a Deliverables Table. Cost estimates for White Papers should assume a FY27 (October 1, 2026) performance start date.
