Program Overview

The ETA Program aims to invest in cutting-edge research to provide an intelligence advantage. Awards will be made through full and open competition via multiple Prototype OTs, anticipated to run from FY2026 through FY2030. The ARCADE program, a key component, seeks to create an intelligent knowledge assistant for electrical circuit design by processing technical documentation, optimizing knowledge bases, and providing an intelligent component selection assistant.

Key Requirements & Deliverables

Proposals will be evaluated on technical merit, relevance to IARPA's mission, and resource realism. Key elements include a detailed technical approach, innovative claims, description of deliverables, and cost estimates.

  • Submission Process: White Papers are accepted continuously. Full proposals are by invitation only.
  • Technical Specifications: Algorithms for Technical Deliverable 1 must reproduce tremors of at least 12 Hz. Videos will be standard 24-30 fps, and training data targets approximately 100 subjects. The accuracy metric is overall top-1 accuracy.
  • Documentation: Required appendices include templates for cover sheets, IP rights, Organizational Conflicts of Interest (OCI) certification, and Research Data Management Plans (RDMP).
  • Software Deliverables: Must be containerized.
  • Milestones: The program includes 6 evaluation milestones.
  • Restrictions: Research involving human subjects requires IRB approval; Animal Subject Research (ASR) is not accepted. Facility construction costs and commercialization of technology are not allowable funding uses.

Contract Details

  • Contract Type: Multiple Prototype Other Transaction Agreements (OTs). OT-CPFF (expenditure) is a possible contract type.

Eligibility & Submission

  • Eligibility: Open to Government Agencies, Federally Funded R&D Centers, University Affiliated Research Centers (UARC), Government-Owned, Contractor-Operated facilities, Government Military Academies, and other similar organizations with a special relationship with the Government are not eligible. Non-Traditional Defense Contractors (NDCs) and non-profit research institutions are encouraged. Foreign entities may participate as part of a U.S.-based team, with the prime Performer being a U.S. entity.
  • Submission: Electronic submissions are required via the IARPA IDEAS website.
  • Evaluation: Proposals undergo scientific review, with selection based on technical and funding availability factors. A research security risk assessment (NSPM-33) will be conducted for selectable proposals.
