Quick Summary

The Department of the Interior (DOI), in partnership with the Intelligence Advanced Research Projects Activity (IARPA), issued the Emerging Technology Accelerator (ETA) Program Announcement (DOI-ETA-FY26-30) for high-risk/high-payoff research via Prototype Other Transaction Agreements (OTs). Amendment 0007, posted June 11, 2026, re-labels all specific ETA programs (e.g., ARCADE, COSMIC, MOVES) as "Not Active." White Papers for these programs will no longer be considered.

Purpose & Scope

This program originally sought innovative research in General Science And Technology R&D Services to provide the U.S. with an intelligence advantage. The intent was to fund projects through full and open competition, focusing on technical merit, relevance to IARPA's mission, and resource realism. Research involving human subjects was permitted with IRB approval, but animal subject research was not.

Contract Details

  • Type: Prototype Other Transaction Agreements (OTs)
  • Anticipated Period: FY26 through FY30
  • Set-Aside: None specified (full and open competition)
  • Product Service Code: AJ11 (General Science And Technology R&D Services; General Science And Technology; Basic Research)

Eligibility

Eligible applicants include U.S. entities as prime contractors, with Non-Traditional Defense Contractors (NDCs) and non-profit research institutions encouraged. Government Agencies, Federally Funded R&D Centers, University Affiliated Research Centers, Government-Owned, Contractor-Operated facilities, and Government Military Academies are not eligible. Foreign entities may participate as part of a U.S.-based team.

Submission Status

Initially, White Papers were accepted continuously for specific programs, with full proposals by invitation. The deadline for White Papers for ARCADE, COSMIC, and MOVES was extended multiple times, most recently to June 10, 2026, 11:59 PM ET by Amendment 0006. However, Amendment 0007 (June 11, 2026) explicitly states that all ETA Programs listed in Attachment 1 are now "Not Active," and White Papers received for these programs will not be considered or evaluated. Future amendments will be issued to add or delete programs based on IARPA's priorities and funding.
