Eligibility
Eligible applicants include U.S. entities as prime contractors, with Non-Traditional Defense Contractors (NDCs) and non-profit research institutions encouraged. Government Agencies, Federally Funded R&D Centers, University Affiliated Research Centers, Government-Owned, Contractor-Operated facilities, and Government Military Academies are not eligible. Foreign entities may participate as part of a U.S.-based team.
Submission Status
Initially, White Papers were accepted continuously for specific programs, with full proposals by invitation. The deadline for White Papers for ARCADE, COSMIC, and MOVES was extended multiple times, most recently to June 10, 2026, 11:59 PM ET by Amendment 0006. However, Amendment 0007 (June 11, 2026) explicitly states that all ETA Programs listed in Attachment 1 are now "Not Active," and White Papers received for these programs will not be considered or evaluated. Future amendments will be issued to add or delete programs based on IARPA's priorities and funding.
