Scope of Work
This requirement involves obtaining all necessary hardware, labor, and services for the replacement of existing service air compressors. The scope includes:
- Procurement of two (2) 50hp New Rotary Service Air Compressors.
- Demolition of two (2) existing compressors.
- Installation of the new 50hp Rotary Service Air Compressors.
- Initial Start-Up, Operational Check-Out, and Commissioning. All tasks are detailed in Attachment 1 – Service Air Compressor Replacement SOO and Performance Parameters. New compressors must meet minimum specifications of 115 psig pressure rating, 50hp power, and capacity of ≥ 220 CFM each, fitting within existing concrete pad dimensions.
Key Requirements
Vendors are responsible for providing a fully functional electrical interface, connecting to the 480V disconnect, and furnishing/installing necessary piping for air discharge, condensate drains, and water discharge. The acquisition is subject to the Buy American Act. Offerors must provide a written report validating compressor operation, characterize performance, and provide a scope of service including commissioning by factory-trained technicians, basic operator training, and a detailed maintenance schedule. A Quality Control Plan (QCP) is required, and the Government will receive Unlimited Data Rights to technical data.
Contract Details
This is a combined synopsis/solicitation (RFQ) set aside 100% for Small Business. The contract will be awarded as a purchase order. Delivery of all items and services is required no later than 3 Months After Receipt of Order (ARO) to Arnold AFB. The NAICS code is 333912 (Air and Gas Compressor Manufacturing) with a 1,000-employee size standard.
Submission & Evaluation
Quotes must include a technical solution, expected delivery date, confirmation of all-inclusive pricing, and a completed Pricing Worksheet (Attachment 2). Evaluation will be based on the lowest priced technically acceptable quote. All vendors must be registered in SAM.gov.
