Purpose & Scope
This CSO aims to leverage commercial innovation to support diverse Requirement Activities at locations like Detroit Arsenal, Selfridge Air National Guard Base, and the National Capital Region. Solutions are sought across various domains, including information technology (IT) hardware, software, and services; museum exhibit design, fabrication, and installation; artifact restoration; modeling and simulation; transcription; custodial; and grounds and facilities services. The Strategic Services Branch delivers these solutions through three specialized teams. Recent Aols have sought:
- IT Services for the Center for Army Analysis (CAA), requiring comprehensive end-to-end IT and desktop support, including network operations, systems administration, and security, with specific certifications (ISO 9000, 20000, 27000, CMMI Level 3) and Top Secret facility clearance.
- Custodial and Artifact Cleaning Services for the National Museum United States Army (NMUSA), covering 24/7 comprehensive cleaning, disinfection, and artifact care, requiring alignment with museum best practices.
- COTS Museum Collection Management Solutions for the U.S. Army Center of Military History (CMH), to replace a legacy system, requiring cloud-hosted, FedRAMP Moderate authorized solutions for artifact cataloging, inventory, and preservation.
Contract Details
Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The period of performance for individual solutions is generally no greater than 12 months, unless specified otherwise in an Aol. This CSO is open to both traditional and non-traditional defense contractors, with specific set-aside requirements to be detailed within individual Aols.
Submission & Evaluation
The CSO employs a competitive, streamlined, multi-phase process:
- Phase 1: Solution Brief: Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution, technology concept, and Rough Order of Magnitude (ROM) price.
- Phase 2: Presentation/Pitch (if applicable): Selected companies may be invited to present their solution, detailing innovative application, ROM price, and intellectual property.
- Phase 3: Commercial Solution Proposal (CSP): Companies with meritorious submissions may be invited to submit a full proposal (Technical and Price volumes). Evaluation focuses on responsiveness, technical merit, funding availability, merit, risk elements, performance schedule, and price fairness/reasonableness.
