Purpose & Scope
This CSO supports a diverse range of Requirement Activities, including organizations at the Detroit Arsenal (DTA) and Selfridge Air National Guard Base (SANGB) such as TACOM, GVSC, PEO GCS, PEO CS&CSS, ILSC, and USAG-DTA, as well as those in the National Capital Region (NCR) like CMH, CAA, AME, and NMUSA. The Strategic Services Branch, through its Services Team A, Base Operations & Construction Team, and TACOM Service Solutions Team, seeks comprehensive solutions across areas including:
- Information technology (IT) hardware, software, and services
- Museum exhibit design, fabrication, installation, artifact restoration, and conservation
- Modeling and simulation services
- Transcription services
- Custodial, grounds, and facilities services
The goal is to procure timely, cost-effective, and innovative commercial solutions to accelerate delivery and improve operational effectiveness.
Contract Details
Contracts or agreements awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The period of performance for any solution brief or Commercial Solution Proposal (CSP) is generally no greater than 12 months, unless specified otherwise in an individual Area of Interest (AoI).
Submission & Evaluation
The CSO employs a competitive, three-phase process:
- Phase 1: Solution Brief: Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution.
- Phase 2: Presentation/Pitch (if applicable): Selected companies may be invited to present their solution.
- Phase 3: Commercial Solution Proposal (CSP): Companies with meritorious submissions may be invited to submit a full proposal. Evaluation is based on responsiveness, technical merit, funding availability, merit and risk elements, performance schedule, and price fairness/reasonableness.
Eligibility & Set-Asides
Both traditional and non-traditional defense contractors are eligible to participate. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov to receive an award. Specific set-aside requirements, such as the Total Small Business Set-Aside (WOSB, HUBZone, SDVOSB) for AoI 006 (GVSC Facilities Support Services), are detailed within individual AoIs.
