The Strategic Services Branch delivers comprehensive solutions across IT hardware/software/services, museum exhibit design/restoration, modeling/simulation, transcription, custodial, grounds, and facilities services.

Scope of Interest

The CSO is a general solicitation for innovative commercial products, technologies, and services. Specific requirements are detailed in individual AoIs posted via amendment on SAM.gov. Examples of areas include IT modernization, cybersecurity, artifact restoration, base operations, and facility support.

Key Requirements & Deliverables

Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The acquisition process involves up to three phases:

  • Phase 1: Solution Brief: Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution, technical concept, and Rough Order of Magnitude (ROM) price.

  • AoI 001: Museum Collection Management Solutions (CMH): Seeks Commercial Off-The-Shelf (COTS) Museum Collection Management Solutions to replace the legacy USAMIS. Submission Deadline: February 26, 2026, 5:00 P.M. EST.

Eligibility & Submission

Both traditional and non-traditional defense contractors are eligible. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. Proposal preparation costs are not recoverable. Companies are encouraged to check SAM.gov frequently for new AoI postings.

Contract Details

The overall CSO is continuously open until June 30, 2030, with the possibility of extension. The period of performance for solution briefs or CSPs is generally no greater than 12 months, unless specified otherwise in the AoI.
