Purpose & Scope

This CSO aims to support a diverse range of Requirement Activities, including organizations at the Detroit Arsenal (DTA), Selfridge Air National Guard Base (SANGB), and the National Capital Region (NCR). Supported entities include TACOM, GVSC, PEO GCS, PEO CS&CSS, ILSC, USAG-DTA, CMH, CAA, AME, and NMUSA. The Strategic Services Branch seeks comprehensive solutions across various domains, such as information technology (IT) hardware, software, and services; museum exhibit design, fabrication, and installation; artifact restoration and conservation; modeling and simulation; transcription services; custodial services; grounds and facilities services; and other support services. The goal is to procure timely, cost-effective, and innovative commercial solutions to accelerate delivery and improve operational effectiveness.

Contract Details

Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The period of performance for individual solution briefs or Commercial Solution Proposals (CSPs) is generally no greater than 12 months, unless otherwise specified in a particular Aol. The overall CSO remains open until June 30, 2030, with a possibility of extension.

Submission & Evaluation

The CSO employs a competitive, three-phase process:

  • Phase 1: Solution Brief – Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution. Evaluation focuses on responsiveness, technical merit, and funding availability.
  • Phase 2: Presentation/Pitch (if invited) – Selected companies may present their solution, detailing innovative application, Rough Order of Magnitude (ROM) price, and intellectual property (IP).
  • Phase 3: Commercial Solution Proposal (CSP) (if invited) – Companies submit a full proposal (Technical and Price volumes). Evaluation of proposals considers merit, risk elements, performance schedule, and price fairness/reasonableness. Companies are encouraged to frequently check SAM.gov for new Aol postings. Submissions must be electronic, and proposal preparation costs are not recoverable.

Eligibility & Set-Aside

Both traditional and non-traditional defense contractors are eligible to participate. Specific set-aside requirements, such as the Total Small Business Set-Aside for Women-Owned Small Businesses (WOSB), HUBZone small businesses, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) seen in AoI 006, will be detailed within individual Aols. To receive an award, companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE for award.
